If you're registering the vehicle in California, yes β you need a California smog inspection regardless of what state the car is currently registered in. If you're keeping your out-of-state registration and just driving here temporarily as a student, you generally don't need a California smog check β but check with the DMV about your specific situation.
California law requires the seller to provide a valid smog certificate. In practice, this is sometimes negotiated between buyer and seller β but legally, it's on the seller. If you're buying, make sure the seller has a smog certificate dated within 90 days before you complete the deal.
Maybe not right away. Vehicles that sit for extended periods often have incomplete readiness monitors β the self-diagnostic tests your engine runs while driving. If your car has been parked for weeks or months (common for students who bike in IV), drive it for a few days of normal driving before coming in for the test.
Get a smog check before listing the car. You'll need a valid certificate to transfer ownership. Come in a few weeks before you plan to sell β that gives you time to address any issues and makes the sale smoother for your buyer.
Every two years for most vehicles. Your DMV renewal notice will state whether a smog certification is required for that cycle.
Fully electric vehicles are exempt. Plug-in hybrids and standard hybrids with gasoline engines still need testing.
New vehicles purchased from a California dealer are exempt from biennial smog testing for the first eight model years. You may still need a smog check for change-of-ownership transfers during that period.
